The 37th state joined the Union in 1867. The Civil War ended in 1865. President Andrew Johnson didn't believe the U.S. Congress should dictate whether slavery should be allowed in a newly formed state should be allowed. Congress overruled his veto and admitted the state under the provision slavery would be prohibited. Nebraska remains the only state admitted with a veto override.
